The question is whether to outsource a project or give it to local software development companies is a difficult one. Project managers and business analysts have to think and analyse everything, all the options and variants.
Outsourcing has some advantages (you can read about them in the article 'Outsourcing vs Local IT companies') but at the same time it is very risky. Personally I would outsource the project only if it's a one-time project and I wouldn't need the required skills again. In any other case, I would train my employees in case of similar projects in future.
